Do I need a council permit for my driveway?

For the crossover, the section joining your block to the road, yes: the City of Monash requires a vehicle crossing permit before that section is built or rebuilt, inspects the formed-up crossing before the pour, and limits residential properties to one crossing at up to 3.5 metres wide. We identify what your job needs at the measure and put the permit path in the quote.
